A category 4 hurricane hits the United States mainland and does basically no damage. This is about the only scenario where that could happen...

it is officially recorded as a cat 3 aaroads....... they like to downgrade storms as they come onshore, so basically take a storm you are considering and always assume that they killed it a catagory a mile from land /censor
