We could install an enhanced image verification system, so spammers cannot register.

Thats what I thought.... let me look into more ways of stopping them . I guess if they're actual people that want to cause hell, there's no way to stop them because they can have actual e-mails to confirm usernames. Just keep telling those people that you are reporting them to their ISP.
