I dont know about free but I use what alabamaboy uses for 60 dollars and it simply rocks! Global Tracks

Global Tracks 7 will be free for the 2008 hurricane season while we continue to work on Global Tracks 200X, which will be released as a beta this season.

I've suffered a mother board crash on my laptop (where GT 7 is built), so i've got to do some porting to my desktop before I release it as freeware for the 2008 season.

Version 7.3.6 is available.
Theres a link to in the the extremewx.com downloads page.
As of now it will still process registration info and tell you its a trial, but I have a workaround for that until I get the source code over to my desktop. Hopefully by 6 June.
