basically the way it works and some will vary the use.

For Conditions Improving (rain to sun) they will term it as Partly Sunny

For Conditions Deteriorating (sun to rain) they will term it as mostly cloudy.

Hope that helps...

According to the National Weather Service operations manual, mostly cloudy means that 6/8-7/8 of the sky has clouds which are opague, that is the observer can not see through the clouds. Partly sunny means 3/8-5/8 of the sky has clouds that are opague. That is the only definition I am aware of.

Mostly Cloudy
When the predominant/average sky condition is covered by more than half, but not completely covered by opaque (not transparent) clouds. In other words, 5/8 to 7/8 of the sky is covered by opaque clouds. Same as Considerable Cloudiness.

Partly Sunny
When the predominant/average sky condition is covered 3/8 to 4/8 with opaque (not transparent) clouds. Same as Partly Cloudy
