Mississippi State University's Broadcast Meteorology Program is distance learning. You can achieve the certificate in an online environment. The USDA also has a graduate school in which you can earn a certificate in meterology.

Ok, how about some sites with weather terminology and abbreviations? Sometimes I feel like I need a translator to understand what they're talking about in SPC outlooks...
